A large valve handle used for turning pressure valves.
This handle is used within the "End of the Road" scenario. It is used on the valve on the east side of the water treatment plant's old waterway in order to lower the ladder to give you access to the upper walkway.
It can then be used on the machine in the north east corner of the treatment plant's maintenance room to convert it into the Valve Handle (4-Sided).
