He can appear here after you've regained control of Jill, and it is partially dependant on whether Nemesis broke down the door between this room and the Dining Room when you were playing as Carlos:

• If Nemesis did break down the door, then there is a 50% chance he will emerge through the broken windows as you approach. If the door is broken and he does not appear here, he will instead appear in the Main Hall.
  
• If Nemesis did not break down the door, then he is guaranteed to appear here, and will then break down the door as you approach it.
