This tool is used in the following locations:

Used on the south platform in the Lower Waterway leading to the Workroom Lift.
Used in the northern section of the Bottom Waterway Overpass to gain access to the rest of the passage.
Used on the east side of the Bottom Waterway Overpass to gain access to the midsection.
Used in the Secret Room of the Underground Facility to open up access back to the Police Station Main Hall.
