This cartridge is empty. In order to create the necessary herbicide to destroy Plant 43 in the NEST facility, you need to fill it with the correct amount of solution using the machine in the Drug Testing Lab. Once the correct amount of solution has been supplied you will receive the Dispersal Cartridge (Solution).
